Federal officials declared an emergency after a cyberattack prompted a shutdown of a major gas pipeline in NJ. Gas prices may spike in NJ.​

NEW JERSEY — The U.S. government has declared an emergency after a cyberattack prompted a shutdown of a major gasoline pipeline in New Jersey, an incident that could cause shortages and impact fuel prices in the region.

The Federal Motor Carrier Safety Administration declared an emergency in response to the "unanticipated shutdown" of the Colonial pipeline, which supplies gasoline, diesel, jet fuel and other petroleum products through New Jersey and other impacted states and territories.

The company says it delivers 45 percent of the fuel used in the East Coast. CNN reported that gas prices could rise over $3 in New Jersey and elsewhere.

The impacted states and territories also include Alabama, Arkansas, District of Columbia, Delaware, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, New York, North Carolina, Pennsylvania, South Carolina, Tennessee, Texas and Virginia.

NBC News reported that a "Russian criminal group" may be responsible for a ransomware attack that shut down the major U.S. fuel pipeline, two sources familiar with the matter said Sunday. The group, known as DarkSide, has a "sophisticated approach to the business of extortion," the sources said.

This is one thing that both amazes me and disappoints at the same time. We Americans create our own shortages. And for the life of me I can't understand why we keep doing that. If everyone on the coast just bought gas like they normally would in most cases there would be no shortage. But instead they panic buy more gas than usual and create an actual shortage. We didn't even have enough toilet paper to wipe our asses with because of the same thing just a year ago. And it looks like we would have learned our lesson at least then.

The malware-caused shutdown of the biggest gasoline pipeline on the East Coast of the United States might be drawing to an end. According to Bloomberg News, Colonial Pipeline has informed federal officials that it will be able to determine whether or not it’s safe to restart operations by the end of Wednesday. The shutdown, which has been blamed on a secretive hacking group linked to Russia, has caused fuel shortages throughout the Southeast, which officials say has been compounded by fuel hoarders exhausting supplies. U.S. Energy Secretary Jennifer Granholm has warned that it could take days for Colonial to “ramp up operations” after it restarts the pipeline, but has told the public that there’s no need to begin hoarding gas. Meanwhile, CNN reports that the Biden administration has privately admonished Colonial for its failure to of prepare for an attack of this magnitude, and has urged it to step up its security protocols to prevent it from happening again.

This is what happens when poor management allows criminals to steal corporate assets and damage shareholder value. It's really no different than if they forgot to lock the gate and some Russians drove in and filled up a tank truck. It does come at an inconvenient time when conservatives have been blathering on about how pipelines are the safest way to move hazardous petrochemicals. We are fortunate this attack appears to be purely criminal. Pipelines run on a very complicated schedule. There has to be someplace at the other end of the pipe to store the gasoline. If someone could hack into the control system computers, it would be very easy to send fuel to full tanks and spill millions of gallons on the ground. That would create a real shortage.

Security is one of those budget items that businesses always go with the "just good enough" option.

 

The SolarWinds hack, which was discovered in December, was a Russian government operation and it will be interesting to see if this hack gets traced back to them. Nothing this big would occur without Putin's knowledge and blessings. But the question is did Putin also give the hackers the information they gained from SolarWinds.

We have an organization called the Office of Pipeline Safety, a government agency, charged with the safety and reliability of piplines carrying natural gas and hazardous liquids. Office of Pipeline Safety | PHMSA (dot.gov) Kind of like the FAA, or NTSB. Or the North American Electric Reliability Corporation, which concerns itself with the electrical grid security, including nuclear plant operations.

And contrary to stumblers post, the biden/harris folks stated it is in fact working with Colonial pipeline on the cyber hack.

  The Biden administration said it is working with the Colonial Pipeline company to deal with the cyber-hack and its effects. Colonial shut down its pipeline, the largest of its kind in the U.S., after the company learned it was the victim of this cyber-extortion attempt.

  Judy, the FBI said a group known as DarkSide is responsible for the this cyberattack, which used what is known as ransomware.
  
  Ransomware is malicious computer code that block an owner's access to their computer network until a ransom gets paid. Colonial operates a 5,500-mile long pipeline that carries almost half the jet fuel and gasoline that is delivered along the East Coast.
  
  The company has so far refused to say whether it paid any ransom, but said it hopes to be largely back online by the end of the week. So far, the impact on gas prices has been small. But this attack is just the latest example of ransomware incidents in the U.S.
  

Now, the last time Shooter checked, the FBI is in fact part of the United States Government, and clearly, Colonial is cooperating with them, and with the Office of Pipeline Safety, and probably with NERC, since, you know, they know more about cyber attacks than the government. So, stumbler may want to check his sources a bit closer. The rest of us know that "a source familiar with the situation" and "Officials" are not always the most reliable sources. Unless, you know, you want the latest propaganda.

America’s got a lot in the pipeline. More specifically, the United States hosts 2.7 million miles of pipelines that transport oil, natural gas, and other fossil fuels to create energy. These fuels are hazardous and potentially explosive, and in a March report the U.S. Congressional Research Service (CRS) argued that they are making pipeline security a national security issue.

“Ongoing threats against the nation’s natural gas, oil, and refined product pipelines have heightened concerns about the security risks,” wrote CRS in its report, Pipeline Security: Homeland Security Issues in the 116th Congress.

According to the CRS, the U.S. government expects pipeline companies to report an average of approximately 32 pipeline security incidents (both physical and cyber) annually.
In 2018, the U.S. Transportation Security Administration’s (TSA) Surface Security Plan identified improvised explosive devices as key risks to energy pipelines, which “are vulnerable to terrorist attacks largely due to their stationary nature, the volatility of transported products, and [their] dispersed nature.”

The expanding risks facing pipelines include the possibility of multiple, coordinated attacks by using explosives on the natural gas pipeline system. This could create unprecedented challenges for restoring gas flows, the CRS report found.

Another growing concern is pipeline cybersecurity because the computer systems used to operate much of the pipeline system are vulnerable to outside manipulation. A cybercriminal could exploit a pipeline control system to disrupt or damage pipelines.

For example, in April 2018, new cyberattacks reportedly caused the shutdown of the customer communications systems at four of the United States’ largest natural gas pipeline companies. Nine months later, then U.S. Director of National Intelligence Dan Coats, while testifying at a congressional hearing, singled out gas pipelines as critical infrastructure vulnerable to cyberattacks which could cause disruption “for days to weeks.” Overall, 796 critical infrastructure cyber incidents were reported to the U.S. Department of Homeland Security from 2013 to 2015; the energy sector accounted for 35 percent of them, according to the U.S. Government Accountability Office (GAO).
