    Taxpayer-funded study aimed to explain high rate of HIV in trans women

    Fauci has overseen rampant animal testing since he took over the NIAID in 1984. It was revealed in November that the NIAID funded a study that infected beagles with heart-worm larvae and euthanized them after experimentations. As part of another study, researchers infected beagles with mutated bacteria from ticks.

    The NIAID began running HIV vaccine tests on monkeys a year after Fauci took charge. Each year, the department acquires 400 to 600 rhesus monkeys from a South Carolina island leased by Charles River Laboratories, which has a $27.5 million contract with the NIAID.

    Dr. Katherine Roe, a neuroscientist with PETA, says the study is "yet another pointless, wasteful monkey torture experiment."

    "It's just bad science to suggest that dosing monkeys with feminizing medication makes them good stand-ins for humans," Roe told the Washington Free Beacon. "This study will not help to prevent or treat HIV and will not help transgender women."

    Roe says the study is ineffective because monkeys cannot contract HIV. They contract Simian Immunodeficiency Virus, a milder form of the disease. She faults the National Institutes of Health for spending billions of dollars on using monkeys in HIV research, since the primates cannot contract AIDS.

    Scripps Florida told the Free Beacon that testing "sub-populations" is the key to discovering effective treatments for fatal diseases.

    "The research you reference concerns a sub-population of people at greater risk of HIV infection, and factors that may or may not affect their response to a treatment/preventative approach in development," a spokeswoman said. "It is through these types of targeted research studies that substantive progress against HIV, cancer, ALS, dementia—indeed most diseases and conditions—will be made."

    The NIAID did not respond to requests for comment.

    The NIAID has granted millions of dollars to researchers who study HIV transmission in transgender individuals, who are 49 times more likely to get HIV than non-transgender individuals. The agency gave over $155,000 to a University of Alabama researcher to study how testosterone treatment for women potentially weakens disease-fighting microorganisms in the vagina. Researchers at Emory University received over $230,000 to study how the rectum immune cells of transgender people affect HIV risk.

    Report shows pork-barrel spending for 2019 at largest levels in nine years

    CAGW's investigation discovered more than 280 earmarks that are costing taxpayers a total of $15.3 billion for the current fiscal year, an increase of nearly 22 percent from its 2018 levels. The figures were gathered combing through spending tacked onto appropriations bills and is the largest amount approved by Congress since 2010.

    "Dozens of members of Congress from both parties are publicly and privately lobbying for this wasteful and corrupt practice to return," said Schatz. "Pushing pork does not drain the swamp and it won't restore integrity to Washington. One of the best ways to clean up Washington's addiction to waste is for Congress to enact a permanent, statutory ban on earmarks."

    The watchdog says that pork-barrel spending has increased drastically from 2017 due to the passage of the Bipartisan Budget Act, which "obliterated the spending restraints imposed by the 2011 Budget Control Act and paved the way for 13.4 percent increase in spending in FY's 2018 and 2019." In 2017, $6.8 billion went towards earmarks, a figure that is 125 percent lower than the current fiscal year.

    CAGW highlighted a number of such instances, including $30 million for the Washington Metropolitan Area Transit Authority (WMATA), D.C.'s metro rail system that is notorious for "train derailments, track fires, disabled trains, long delays, and even fatalities." This amount accounts for nearly 60 percent of the money it has received in total earmarks since 2009. D.C.'s metro system has been called a "national embarrassment" and has also been plagued with numerous instances of corruption.

    CAGW also draws attention to the likes of $13 million pushed to wild horse and burro management, $12 million that went to the aquatic plant control program, $9 million for a fruit fly quarantine program, and $863,000 for a brown tree snake eradication program, among a number of other items.

    "The increase in pork-barrel spending occurs behind closed doors and hidden from taxpayers," CAGW says. "There are no names of legislators attached to each earmark and limited information on where and how the money will be spent."

    The Senate GOP last month added a permanent ban on earmarks into their conference rules, a move that Politico reports was done as some on the Hill discussed the eventual return of the practice. Sasse, who strongly pushed for the ban, said that the move could stop an "earmark binge."

    The Senate GOP made the move after House Majority Leader Steny Hoyer (D., Md.) was trying to work with Republican lawmakers in both chambers earlier this year on a deal to bring them back following the expiration of the moratorium implemented in 2011. A number of House Democrats have also said that they will not back the practice despite Hoyer's attempts.

    Congress has approved more than 100,000 earmarks that cost nearly $360 billion since 1991, CAGW found.

    Taxpayer-funded spending spree totals $97 billion

    Federal agencies billed taxpayers millions for lobster tail, alcohol, standing desks, golf carts, and more frivolous expenditures before budgets ran out at the end of the fiscal year.

    A new analysis released by OpenTheBooks.com found 66 agencies spent $97 billion last September, the final month of fiscal year 2018. The end of the year taxpayer-funded spending spree included contracts with Coors, millions on iPhones, furniture, and CrossFit equipment.

    "In the final month of the fiscal year, federal agencies scramble to spend what's left in their annual budget," OpenTheBooks.com said. "Agencies worry spending less than their budget allows might prompt Congress to appropriate less money in the next fiscal year. To avoid this, federal agencies choose to embark on an annual shopping spree rather than admit they can operate on less."

    Resulting government expenditures included $4.6 million on lobster tail and crab; $673,471 on golf carts; $1.7 million on pianos, tubas, and trombones; $9.8 million on workout and recreation equipment; and $7.7 million iPhones and iPads.


    A Wexford Leather club chair cost taxpayers $9,241. The government spent $293,245 on rib eye, top sirloin, and flank steak.


    Before budgets ran out national security agencies, including the Department of Defense, Department of State, and Department of Homeland Security spent $412,008 on paint and artist's brushes.

    The federal government spent $2.1 million on games, toys, and wheeled goods, $490.6 million on furniture, and $62.1 million on household furnishings. Bureaucrats spent $1.1 million on standing desks, as well as $2.7 million on ergonomic chairs, $643,833 on sofas, and $40,379 on clocks.


    The government's PR budget also did not suffer, as agencies spent $462 million on public relations and marketing in the final month of the fiscal year.


    Agencies spent $402 million on food, including the Pentagon, which spent $2.3 million on snow crab, Alaskan king crab, and crab legs, and $2.3 million on lobster tail. The Pentagon and Department of State spent $308,994 on alcohol, including a $76,173 contract with Coors Brewing Company.


    The total $97 billion spent in September 2018 amounts to a 16 percent increase from the previous year. Similarly, last year's end of the budget spending binge included millions spent on cars, scooters, fidget spinners, and shuffleboards.


    More than half of the spending came during the final week before budgets ran out.

    "In the final seven days of the fiscal year, agencies ramped up their spending to a total $53 billion—that's more than they spent in the entire month of August," OpenTheBooks.com said.

    "As the national debt surpasses $22 trillion, it's time to end Washington's use-it-or-lose-it spending culture," the watchdog group concluded. "Ending this wasteful phenomenon would go a long way toward generating big savings and winning the public's trust."

    The National Institutes of Health is spending roughly $1.5 million on a study of the sleep habits of Mexican Americans living along the U.S. border.

    The "border health" study began last year and is being conducted by the University of Arizona.

    The study is recruiting 1,100 people in the tiny border town of Nogales, Ariz., to see how well they sleep. Researchers claim Mexican Americans do not sleep as well as their peers, blaming "social" factors at the border.

    "Disparities in sleep health in racial/ethnic minorities exist, including Mexican Americans. In particular, social-environmental factors at the U.S.-Mexico border may play an important role in sleep health disparities," according to the grant for the study.

    The project aims to help Mexican Americans sleep "through a community partnership."

    "Young adult lesbian women are twice as likely to be overweight and obese as their heterosexual peers and Black women are similarly more likely to be obese than White women," according to the grant. "Despite well documented disparities in binge eating, little is known about contributing factors in lesbian women, and in particular racial minorities."

    The researchers claim society can "influence young women's eating in everyday life" and hypothesize that racism and homophobia are having an impact on minority lesbians who binge eat.

    The National Institutes of Health is spending over $450,000 to provide transgender women of color financial tips and "gender transition supports."

    Virginia Commonwealth University began the project last year, which studies "economically disadvantaged male-to-female" transgender individuals in Richmond, Va., and St. Louis, Mo.

    "Transgender women (TGW) face persistent discrimination and structural disadvantages including high rates of unemployment, unstable housing, poverty, and dramatically elevated rates of HIV," according to the grant for the study. "The proposed research, using a randomized experimental design, seeks to develop and test an integrated microeconomic intervention, and to assess the feasibility and efficacy of the intervention to improve the financial status of TGW and to reduce participation in high-risk income-generation strategies."

    The study will recruit transgender women as "key informants" to assess their "current experiences and preferences."

    The "microeconomic intervention" includes providing transgender individuals with "supportive economic services, employment readiness and financial training, gender transition supports, and economics-based HIV education."

    "It is estimated that TGW are three times as likely as the general population to be unemployed; four times as likely to be unstably housed; and twice as likely to be poor," the grant states. "TGW of color especially experience these disadvantages."

    Study trains teens to practice mindfulness and keep food diaries

    The National Institutes of Health is spending roughly $250,000 in an attempt to train kids to meditate so they do not engage in "emotional eating."

    Kent State University received a grant for the project last week, which plans to combat obesity in poor teens through mindfulness.

    The project, "Reducing Emotional Eating in Obese Low-Income Adolescents With Mindfulness-Based Behavioral Weight Management," received $246,070 from taxpayers.

    Researchers call the study, which will train kids to meditate and keep food diaries, not only "novel," but "innovative."

    "Mindfulness-Based Stress Reduction holds promise to improve standard behavioral weight control (SBWC) in low-income adolescents but has not been adapted for adolescent weight management—demonstrating both the novel and innovative nature of the proposed study," according to the grant.

    Professors involved in crafting guidelines received $4.4 million from taxpayers

    Taxpayers helped finance research used by the American Psychological Association to label traditional masculinity harmful.

    The APA's "First-Ever Guidelines for Practice with Men and Boys" received input from dozens of psychoanalysts who believe masculinity is a social construct, are passionate about social justice, and think there is a danger in a role model like John Wayne.

    Several contributors to the guidelines have received federal funding from the National Institutes of Health and the U.S. Department of Education, totaling more than $4.4 million.

    The guidelines not only suggest "traditional masculinity" limits the "psychological development" of men and harms their mental and physical health, but that it is "critical to acknowledge" gender as a "non-binary construct."

    "Male privilege tends to be invisible to men, yet they can become aware of it through a variety of means, such as education and personal experience," according to the APA. "Indeed, awareness of privilege and the harmful impacts of beliefs and behaviors that maintain patriarchal power have been shown to reduce sexist attitudes in men and have been linked to participation in social justice activities."

    The guidelines reflect the beliefs of the psychoanalysts who crafted them.

    "The three-day program in Mumbai would center around the screenings to the general public of seven to ten American films that outline the legal and social aspects of the struggle for gay rights in the United States or that illustrate how the perceptions of gay people by Hollywood and the general public have changed over time, in particular how gay characters are portrayed in film," the grant announcement states.

    The U.S. consulate in Mumbai said it "supports initiatives that promote diversity, tolerance, and gender inclusiveness, including for lesbian, gay, bisexual, and transgender people," according to documents accompanying the grant opportunity.

    I'm not defending Trump, however POTUS is entitled to some leisure time so they say....Mar-a-Lago, which is his residence when away from the White House, on Sunday. Trump arrived to his club for the fourth-consecutive day, as enhanced unemployment benefits for 12 million Americans expire and the government could be forced to shutdown. During his vacations to Mar-a-Lago, Trump tends to play golf every day at the club that's 15 minutes away.

    If Trump thought it to be necessary to get the fuck out of the D.C..swamp 306 times...good for him and I thoroughly understand why.

    5-Year SALT Cap Repeal Would Be Costliest Part of Build Back Better

    According to press reports, policymakers are considering adding a five-year repeal of the $10,000 cap on the State and Local Tax (SALT) deduction to their Build Back Better reconciliation package – including one retroactive year. As we’ve shown before, this policy is highly regressive and would turn Build Back Better into a net tax cut for the vast majority of high-income households.

    A five-year repeal would cost roughly $475 billion, with $400 billion of the tax cut going to the top 5 percent of households. That is more than any other part of Build Back Better, including the Child Tax Credit, spending on child care and pre-K, climate-related tax credits, or health care funding.

    The tax cut would allegedly be offset by reinstating the SALT cap after it is set to expire with the majority of the Tax Cuts and Jobs Act in 2026. This is an obvious shell game; paying for repeal of SALT cap by extending that very SALT cap does not pass the credibility test. In reality, this is setting the stage for over $1 trillion of tax cuts over the decade. Claims that SALT cap repeal would not add to the debt are highly misleading and not grounded in reality.

    As we’ve said before, repealing the SALT cap in Build Back Better would be a costly mistake.
