The Territory has to write a State Constitution, that must be reviewed so as to ensure that there was no conflict between State and Federal law, since the Constitution already stipulates that any conflict between State and Federal Law shall be resolved by the state acknowledging and accepting that the Federal Law supersedes the State Law. So no, as loyal citizens of the United States they did not have a Constitutional Right to becoming a traitor. The Union didn't "Force" them to write a formal request for admittance, they asked if they could be allowed to join the Union and was brought in on equal footing with the States already in the Union...and for their largesse, trust, and magnanimity they dared to raise arms against hearth and home ..the Federal Government forced nothing they were asked formally. The expectation that they be allowed to do whatever they want..unrealistic.

In fact what jump starts the process is a formalized request made in writing, reflecting the will of the majority of citizens in the territory as reflected by vote and the Codefication of Laws that will govern the new state, in the form of Statutes and Ordinances. When they were accepted for statehood they were admitted as full states with the same equal standing as any other state. Not to mention nearly the entire Officers Corp of the Confederacy were Commissioned Officers in the Federal Army who unlawfully and without leave of the President, from whom they derived their authority, broke faith and oath in turning their backs on that Commission for madness.
