    These are just some of the controversial Community Funding Project requests filed by federal lawmakers as earmarks make a return in Congress.

    Democrats and Republicans in Congress have asked for almost $6 billion in additional funding for local projects ahead of the upcoming federal budget, Fox News can reveal exclusively.

    And, while many lawmakers have tried to limit their spending to fields such as health care, transportation and education, some of the least critical projects are also the most expensive.

    Rep. Brad Schneider, D-Ill., wants $3.75 million to restore the Waukegan Carnegie Museum. According to his website, the money will go toward a "new community and event space, preserving history of the community, offering cultural enrichment, and thereby supporting nearby local businesses."

    That is just the beginning of the list of controversial projects.

    There are requests for $2 million in funding for a new art collection at the Brooklyn Museum in New York; $2 million for a Pickleball and Fitness Circuit in Orange, Calif.; $1.5 million to provide free public Wi-Fi in a California city and $250,000 for a performing arts center that, according to the website of Rep. Val Demings, D-Fla., "should be more than a beautifully designed building."

    Other earmarks are likely to face strong Republican pushback. There are dozens of projects that list diversity and equity among their goals, including $742,000 for a New York program that would feature "conversations around difficult issues such as racism, gender discrimination and cultural bias" and $166,000 for the development of an equity program at Lincoln University.

    There are also millions of dollars, collectively, earmarked for public arts programs, climate change initiatives and Planned Parenthood.

    The figures come from a comprehensive analysis of funding requests from 326 members of the House, including 220 Democrats and 106 Republicans. While lawmakers were required to upload their lists individually by the end of last week, this is the first time that the total number and cost of their requests has been published.

    SENATE REPUBLICANS FIGHT BACK AGAINST EARMARKS

    It comes amid the record spending proposed by the Biden administration through three landmark bills and ahead of his $1.5 trillion fiscal year 2022 budget.

    Earmarks have become a controversial part of the political process over the last few decades.

    The term refers to a funding request from a congressperson for a project in the local community, such as a new bus stop or a dental clinic.

    Earmarks can improve living conditions in local communities, but they also add cost to bills and have been linked to several cases of corruption.

    Two ex-lawmakers even faced jail time after an investigation into their earmarks. Former Rep. Chaka Fattah, D-Pa., used earmarks to launder taxpayer money through a nonprofit, while former Rep. Duke Cunningham, R-Calif., accepted $2.4 million in bribes for earmarks and even lived on a yacht owned by a defense contractor, according to the conservative Heritage Foundation.

    White House press secretary Jen Psaki admitted in a CNN podcast published Thursday that President Joe Biden taking impromptu questions from reporters "is not something we recommend."

    Psaki made the admission while being interviewed by CNN Senior Political Commentator David Axelrod on his podcast "The Axe Files," and claimed that she, at times, even tells Biden to not take questions from reporters.

    The two began discussing the subject when Axelrod asked Psaki about a particular instance when Biden inadvertently ran into CNN reporter Kaitlan Collins at the White House, who proceeded to ask the president if a minimum wage increase to $15 would be included in the coronavirus relief package that was signed into law in March.



    Axelrod stated that Biden gave the honest answer that he didn't think the increase would be included in the bill, but him telling that to the reporter must have given Psaki a lot of heartburn and made her ask herself why Biden would be allowed to roll around in the hallways doing impromptu interviews. He then asked Psaki how she managed that.

    Psaki laughed off the incident, and explained that it happened after she had already left work and Biden was heading back to his residence. She then claimed that Biden takes questions "nearly every day that he's out in front of the press."

    "That is not something we recommend. In fact, a lot of times we say ‘don’t take questions,'" she continued. "But he's going to do what he wants to do because he's the president of the United States."



    Psaki then claimed the administration has kept from being distracted by avoiding having Biden do more consistent press conferences in which he would have to answer questions about certain topics. She gave examples of Rep. Marjorie Taylor Greene, R-Ga., impeachment, and Rep. Liz Cheney, R-Wyo. She added that they wanted to focus his time on addressing subjects that they claim the American people care more about, such as the coronavirus pandemic and the economy.




    Biden held his first solo press conference on March 25, the 65th day of his term, following heavy criticism from the usually supportive media for not holding one. This marked the longest a president had gone without a news conference after taking office since former President Calvin Coolidge in the 1920s. Biden has also been known to consistently leave announcements, speeches and other events without answering questions from reporters, according to the New York Post.

    President Joe Biden warned Thursday that Congress needs to adopt his multi-trillion dollar spending plans to renew the US economy because China is "eating our lunch."

    Speaking in deep-Republican Louisiana, Biden pitched his $2.3 trillion infrastructure proposal as a way to secure US preeminence on the global stage as much as fixing dangerous bridges and roads.

    The plan is popular among Democrats but Republicans in Congress either oppose what they see as an uncontrolled spending spree or are proposing something far more modest.

    Biden argued that his plan, which would fund traditional infrastructure like road transport, but also pour money into things like broadband internet and electric car research and development, will pay off.

    It is "a blue collar blueprint to rebuild America, to supercharge our economy so we can move goods, get to work, become more competitive around the world," he said, standing at an outdoor podium in Lake Charles.

    In the background was the 70-year-old Calcasieu River Bridge, which Biden called an example of major, heavily over-used US bridges needing not just repair but replacement.

    Republicans object to Biden's call for funding infrastructure by raising the corporate tax rate from 21 to 28 percent.

    He also touted his $1.8 trillion American Families Plan, which proposes expanding education and social protections and would be paid for through tax increases on the most wealthy.

    Biden said a new vision is needed, focusing on research and development, because "the Chinese are eating our lunch. They're eating our lunch economically. They're investing hundreds of billions of dollars in research."

    "If it keeps going the way, they're going to own the electric car market in the world," he said. "We've got to compete."

    Next week, Biden is scheduled to negotiate at the White House with senior Republicans.

    12. Federal funding for abortion. Democrats want to repeal the Hyde amendment, providing for publicly funded abortion through birth. In one section, Democrats even refer to abortion as a “human right” — ignoring unborn children.
    13. Green bonanza. Democrats promise 500 million solar panels, 60,000 wind turbines, and 500,000 electric buses — in five years. It is an absurd proposal, ignoring domestic manufacturing capacity — and, for turbines, environmental permits.
    14. Restricting political speech. Democrats are reviving Hillary Clinton’s proposal to pass a constitutional amendment to restrict political speech to overcome the Supreme Court’s ruling in Citizens United — overturning the First Amendment.
    15. D.C. statehood. Democrats want to make Washington, DC, the 51st state, meaning two permanent Democrat seats in the U.S. Senate. They hint at possible statehood for Puerto Rico as well. Republicans would be a permanent minority.
    16. Stopping the border wall. Democrats would abandon the construction of the wall on the U.S.-Mexico border, leaving it vulnerable to illegal immigration and to cartels. They describe the border itself as a manifestation of “systemic racism.”
    17. “Path to citizenship” for illegal aliens. Democrats want to turn millions of illegal aliens who have “been in the country for an extended period of time” — not just people who were brought as minors — into citizens with voting rights.

    22. Returning to the Iran deal. Obama’s deal allowed Iran to become a nuclear power and did nothing to stop Iran’s militarism and terror. The Democrats would strengthen the regime at the expense of the Iranian people and U.S. allies.

    Sixty-three percent of American approve of President Biden's job performance thus far, according to an Associated Press-NORC poll released Monday, up 2 percentage points from late March.

    The poll found 96 percent of Democrats, 62 percent of independents and 23 percent of Republicans surveyed approve of Biden's work in his first three full months in office.

    The survey also showed Americans with a growing sense of optimism about the direction of the country, with 54 percent saying the nation is on the right track, compared to 44 percent who believe it is on the wrong track. The 54 percent mark is the highest of any AP-NORC poll response to the question since 2017.

    Biden's overall approval rating is buoyed by his handling of the coronavirus pandemic, health care and the economy, according to the poll.

    On the pandemic, 71 percent of Americans approve of Biden's performance, including 47 percent of Republicans. Biden has made it the centerpiece of his administration's agenda since taking office, pushing for economic relief measures and ramping up vaccine production and distribution.

    Fifty-seven percent of Americans, meanwhile, approve of Biden's handling of the economy, while 42 percent disapprove. And 62 percent approve of Biden's work on health care so far, where he has prioritized expanding access to the Affordable Care Act.

    Biden's approval is underwater on two issues, according to the poll: gun policy and immigration. On guns, 48 percent approve of the president's handling of the issue while 49 percent disapprove.

    Frequent viewers of cable news television have heard repeated claims that the reason why unemployment numbers remain at the very high level of six percent, is that unemployment benefits are discouraging people from returning to work. President Joe Biden aimed to squash that idea, however, during a midday address about jobs and government assistance to help a cratered economy emerge from the ill effects of Covid-19.

    Fox News programming has been particularly strong on reports that employers are finding it difficult to hire people, claiming that many are too happy with government benefits to get back to work, but these reports have surfaced as well on CNN. And indeed, many of these reports feature small business owners making that claim.

    A less than impressive jobs report emerged on Friday of last week, which Biden referenced. “I know there’s been a lot of discussion since Friday’s report that people are being paid to stay home rather than go to work,” he said. “We don’t see much evidence of that,” but confusingly followed with “that is a major factor.

    He then clarified by noting, “It’s easy to say the line has been because of the generous unemployment benefits that it’s a major factor in labor shortages,” adding “Americans want to work.”

    The president retold a story familiar to anyone on the campaign trail about how his father spoke about the importance of being gainfully employed. “As my dad used to say, ‘A job is about a lot more than a paycheck. It’s about your dignity, your place in the community, to be able to look at a kid in the eye and say everything is going to be okay.'”

    “I think the people who claim Americans won’t work, even if they find a good and fair opportunity underestimate the American people,” Biden clarified. “So we will insist that the laws followed with respective benefits but we are not going to turn our backs on our fellow Americans.”

    Biden wrapped this portion of his speech by resetting the scale of the economic issues he inherited and made clear who he feels is to blame.”22 million people lost their jobs in this pandemic through no fault of their own,” he said. “They lost their jobs to a virus into a government that bungled its response to the crisis and failed to protect them.”

    This is terrific news for conservative television programmers who just had a week’s worth of subject matter gracefully dropped in their laps. One can almost smell the outrage brewing from the not-so-distant future.

    President Biden announced Monday that his administration would affirm that workers cannot turn down a job they are offered and continue to take federal unemployment benefits

    “We’re going to make it clear that anyone who is collecting unemployment who is offered a suitable job must take the job or lose their unemployment benefits,” Biden said in remarks on the economy from the East Room, noting there would be “a few COVID-19-related exceptions” to the guidance.

    After a monthly report showed a slowdown in job growth last week, Republicans and business groups have argued that the supplemental unemployment benefits incentivized people not to work and should be done away with.

    Certain workers can get a $300 weekly supplemental unemployment benefit through the $1.9 trillion coronavirus rescue package that Biden signed into law in March. The increased benefits are slated to last until September.

    Critics argue the latest disappointing jobs report is evidence some aren't returning to work because of the benefits. Others argue there is little hard evidence to suggest this is a factor. Some have also pointed to the problem of child care as being a serious issue that is preventing some workers from going back to work.

    Biden's remarks on Monday signal the administration does not want to be perceived as providing benefits that might serve as a disincentive to work.

    The president did insist there was no evidence that the expanded unemployment benefits contributed to the slowdown in job growth during the month of April.

    “Americans want to work,” he said.

    “No one should be allowed to game the system and we’ll insist the law is followed but let’s not take our eye off the ball,” he said. “We need to stay focused on the real problems in front of us — beating this pandemic and creating jobs.”

    The Labor Department is expected to send a letter to states this week to “reaffirm that individuals receiving UI may not continue to receive benefits if they turn down a suitable job due to a general, non-specific concern about COVID-19,” the White House said in a release.


    Workers are exempt from the policy if they are unable to take the job due to child care responsibilities or the worksite is not complying with federal or state health guidelines.

    Biden is also directing Labor Secretary Marty Walsh to work with states to reinstate work search requirements for those receiving unemployment insurance if it is healthy and safe, the White House said.

    Data released Friday showed that the U.S. economy added 266,000 jobs during the month of April, coming in far below economists’ expectations. Biden and administration officials have repeatedly characterized the data as a sign of continued progress and tried to blunt Republican attacks on Biden’s economic agenda.

    “I never said, and no serious analyst ever suggested, that climbing out of the deep, deep hole our economy was in would be simple, easy, immediate or perfectly steady,” Biden said Monday.

    “Some months will exceed expectations, others will fall short. The question is, what is the trend line? Are we headed in the right direction? Are we taking the right steps to keep it going? And the answer is, clearly, yes,” he added.

    Biden said that his rescue package would be implemented over the course of the next year, noting that funds to state and local governments and hard-hit restaurants would be disseminated this month. The Treasury Department on Monday launched an application portal for state and local governments to apply for funds to support public service jobs. The administration is sending out the first grants to 16,000 restaurants on Monday.
